Navigating an Era of Great Power Impunity: The Future of International Cooperation


In May 2026, the Starling Institute and the Carnegie Endowment for International Peace continued discussions on the role of middle powers and small states in the future of international cooperation at a three-day retreat at the Pocantico Center of the Rockefeller Brothers Fund. The retreat convened Permanent Representatives, academics, policy practitioners, and think tank experts. Discussions focused on the state of play in the multilateral system, the opportunities for action, the potential role of catalytic coalitions, and the practical pathways for progress.
