In February 2026, the Starling Institute co-hosted a retreat for Blueprint partners in Oxford, the United Kingdom, with the Atlantic Institute. At this retreat, the participants crystallized the theory of change, including the wedge model. The findings from Oxford were tested with the wider network in a series of virtual plenary sessions and specific outreach to partners, with a focus on the Global South.
